Project Objectives/Components

The project assessed and provided recommendations on the legal and regulatory environment for the necessary reforms to support a free land market; improved on the design and implementation of a simple decentralized titling and registration system; developed a broad base of support for reform among key policy makers and the public, and trained local professionals in all areas related to land titling, registration and land markets.

Project Tasks

• Developed a streamlined, cost-effective automated land registry system integrated with the parcel/cadastral data management software application also developed through project support
• Analyzed surveying and mapping activities and products to support the rapid issuance of land titles, and to identify the minimum spatial data requirements to support the development of a nationwide property registration system.
• Identify legal impediments in existing registration procedures and systems, and made recommendations on additions or amendments required of current legislation, regulations and policies.
• Conducted workflow analysis and provide recommendations on business process reengineering for streamlined information flow and procedures in local Land Registration Offices and Cadastre Committee Mapping & Information Centre.
• Provided training to local staff on all aspects of land surveying and registration system.
• Provided technical project management
• Tendered and managed survey contracts, negotiating minimum prices.
• Assisted the Cadastre Committee with the design of appropriate Standards, Specifications and Procedures for initial and subsequent land surveys.
• Developed a broad based public outreach campaign to raise levels of stakeholder awareness on real property issues
