Project Objectives/Components

 

The primary objective of this component of the project was to replace existing non-performing software systems so as to improve the ability of the National Land Agency to efficiently handle its increasing central office workload. The system selected also had to assist in streamlining data integration with Surveying and Mapping, Valuation, and Accounting Departments. The Land Registration and Parcel Data Management System would reduce redundancy and errors while increasing transactional and tenure security, and ultimately provide better land administration services to the citizens of Jamaica.

Project Tasks

ILS was able to provide it Land Registration System (LRS) product as the platform for an integrated Torrens based, title registration system to automate the entire workflow of the Land Titles Office of Jamaica. Supporting a transaction load of 400+ title documents per day, processed by 125 users at the central LTO, as well as regional offices, key features of the implemented system include:

  • Integration with existing GIS parcel database while incorporating NovaLIS Parcel Editor, ESRI ArcGIS, ArcIMS and ArcSDE for improved GIS and parcel data management, into the integrated solution
  • Introducing an extended database framework to allow integration of land valuation and parcel data in the Land Titles database
  • Customizing ILS Cashier, a full cashiering system for improved fee collection and receipting
  • Improving public access to land records through the introduction of the ILS web based public access module
  • Introducing a robust document scanning solution that also supported conversion of existing legacy data
  • Upgrading Hardware & providing bi-directional synchronization of central and regional offices through LRS Data Express
  • Training NLA staff on all aspects of operating and administering the system
