| Funding Source | USTDA | Implementation Time | 2009 -- Present | Project Objectives/Components | The RLRCP was initially designed as a two year pilot program to test and refine field methodologies, institutional relationships, performing baseline attitude and knowledge surveys, developing operations manuals, registration procedures, and drafting a strategy for implementing a nationwide program. Primary funding and technical assistance came through the World Bank and FAO, while CIDA funded a feasibility study on establishing a computerized registration and cadastre system. Additional money has been provided by USTDA to operationalize the proof of concept computer systems, further refine registration procedures, train staff on fieldwork and systems use, and assist the Chinese government in developing appropriate communications and outreach strategies. Outcomes will then be reflected under an expanded program funded by the World Bank.
| Project Tasks | - Configure ILS LRS in Chinese and in accordance with workflows and registration procedures designed by the World Bank and FAO in their operations manual. The prototype version will undergo further configuration for revized workflows based on operational testing of workflows, documents and legal requirements.
- Integrate ILS LRS with an ESRI based Cadastral Data Management System that is used to build and store parcels, survey points and lines.
- Provide permanent and roving GPS units, and total stations, for collection of land parcel boundary information and testing a variety of field collection methodologies. A second methodology involved the digital sketching of parcel boundaries directly from very high resolution satellite imagery for the sake of comparison of cost, time and accuracy.
- Providing training to County staff on the processing of registration transactions using the registry and cadastre software, as well as the various survey and cadastral data collection techniques, including the completion of questionnaires by claimants for registration of their rights in the system.
- Assist staff of the project coordinating agency, the China Agricultural University -- Center for Rural Development Policy (CRDP), in designing and implementing baseline surveys. The findings, coming after analysis of the survey results are then used in the design of a communications and outreach strategy aimed at increasing the public's understanding relevant aspects of property registration and their roles and responsibilities within the wider land administration system.
