Project Objectives/Components

The overall objective of the Private Sector Competitiveness Project (PSCP) is to create sustainable conditions for enterprise creation and growth.  The project is aimed to enable the private sector to respond better to potential market opportunities through measures that will ensure a sensible reduction in the cost of doing business.  The key areas of focus for the project with regards to land is the modernization of land administration, revision of outdated laws, and improved decentralization of land services.

Project Tasks

The ILS team is undertaking the following activities to achieve the project objectives:

  • Design simplified registry processes and procedures, including simplified transaction forms.
  • Identify service level standards and performance benchmarks within the Registry of Titles.
  • Configure ILS LRS to demonstrate several of the new business processes in a computerized setting.
  • Design and implement a program for conversion of the Registry's paper files using ILS LRS software.
  • Develop a land registry computerization strategy and design requisite staff training programs.
  • Legislative review and drafting of new acts underpinning improved land registration in country.
  • Development of a financial model that will enable the Registry of Titles to be self financing in the medium term, including action plans and budgets for strengthening district and village land registries.
  • Conduct workshops for Registry staff and other stakeholders such as lawyers and surveyors, to present the improved transaction processes and the role of IT in improved service delivery for customers.
  • Conduct study tours to Sweden and Jamaica to review lessons learned by national land agencies in implementing institutional reform, adopting a greater client service focus, and introducing modern technology into managing registry operations.
