Project Name | MiDA Consultancy for Needs Assessment of On-Demand Land Transaction Services | Beneficiary | Government of the Republic of Ghana | Project Site | Accra, Ghana | Implementation Time | February 2009 -- May 2009 | Project Objectives/Components | The main objective of the assignment was to assess the demand for assistance with land transactions and registration of land in nine (9) core MiDA Districts, namely, NORTH: Savelugu Naton, Tamale; AFRAM BASIN: Ejura, Afram Plains; SOUTH: Gomoa, Awutu Senya, Dangme West, Ketu and Keta | Project Tasks | The specific tasks of the assessment for the demand for land facilitation services were for the consultant to have: - Evolved strategies to identify and consult clients demanding assistance with land transactions and registrations in core MiDA Districts within the three Intervention Zones;
- Assessed the various practical and legal steps required in a land transaction, providing answers to: how the potential buyer locates land for purchase or rental, how the potential buyer connects to the seller, how long it takes, whether the system is user friendly or not and what available database(s) exists to retrieve relevant information (prices, sizes, encumbrances, etc.) on available land;
- Advised on the possible expansion of access to local services (Private Service Providers), such as information provision, legal services, valuation, land surveying and meditation of land disputes to the private sector based on the assessment described in (1) and (2) above;
- Assessed the various practical and legal steps required in a land transaction by Private Service Providers providing answers as indicated in (2) above;
- Assessed the potential of the proposed Real Estate Brokers and Salesman's Bill by consulting with the Ghana Institution of Surveyors, the Ministry of Lands, Forestry and Mines (MLFM), the Ghana Real Estate Development Association (GREDA);
- Consulted with clients, private service providers, public sector (implementing) agencies (using the existing LAP structure), legislators, landowners, and the general public to discuss all proposals, and also take into account their comments; and
- Prepared a comprehensive report on all of the above, incorporating the sharing of experiences and problems encountered and making appropriate recommendations.
