ILS Signs Contract to Provide ILS MultiCadastre for the Commonwealth of Dominica Print

On April 30, 2009 International Land Systems (ILS), Inc. of Silver Spring, Maryland entered into a contract with the Commonwealth of Dominica to supply and install ILS's ArcGIS Server based enterprise cadastral management software -- MultiCadastre, to Government agencies responsible for land administration. 

The consultancy, a component of the Land Tenure Administration Reform Program (LTARP) managed by the Reform Management Unit of the Government of Dominica, aims at providing technical assistance in the design, establishment and operation of a Unified Land Information System for Dominica.  The land information system will improve the clarity, transparency and operation of a land market through effective land administration and registration process thus facilitating ownership, tenancy of land and increase private sector investment.

ILS MultiCadastre will be used to build and maintain a national cadastre and to manage the inventory of government lands to be allocated by the Ministry of Housing, Lands and Telecommunications for industrial and residential purposes.  Jeffrey Euwema, ILS Project Manager was on hand to execute the contract and explained that "ILS MultiCadastre will manage the spatial datasets as part of a Unified Land Information System (ULIS).  MultiCadastre will be used to capture spatial information pertaining to the state land allocation processes and integrate with the ILS LRS system, the land registry solution from ILS that has been deployed to capture and manage information pertaining to the registration of rights, interests and encumbrances for the  respective land properties.

ILS MultiCadastre is an enterprise cadastral management applications developed using ESRI's ArcGIS Server and ArcGIS Desktop solutions and is sold worldwide by ILS through an Original Equipment Manufacturer (OEM) Agreement with ESRI.  MultiCadastre provides a comprehensive multi-level solution for creating and maintaining seamless integrated cadastral data for legal, fiscal, planning, technical, mineral, vineyard and other types of cadastral records.  LRS, the ILS land registry solution, is already being implemented in Dominica as part of a separate  project and will be integrated with ILS MultiCadastre.

Together, ILS MultiCadastre and ILS LRS will form the conerstone of the Government's Land Tenure and Administration Reform Program.  The main objectives of the program are to provide a clear and transparent legal framework for land transaction, strengthen the interactions between government agencies involved in land administration and result in an improved system to manage property rights.  Ms. Cecillia Carr, Senior Administrative Officer of the Reform Management Unit explained that "ULIS will increase productivity and efficiency by linking various departments together in real time so as to ascertain the status of a state land transaction".  The Government departments involved in ULIS include the Lands and Surveys Division, Registry, Physical Planning Division, Housing Division and the Ministry of Tourism and Legal Affairs.
