Project Objectives/Components

The objective of the project was to simplify processes and reduce the opportunities for corruption in three pilot institutions in Zambia -- the Minsitry of Lands, Deaprtment of IMmigration, and the Zambia Revenue Authority (ZRA).  In addition, the project had the goal of assisting the Government of Zambia in the implementation of its Country Threshold Plan in order to make Zambia eligible for MCC assistance within 24 months.

Project Tasks

The Ministry of Lands was identified as one of three organizations which play important roles in Zambia's economic development, in particular in start and operating businesses.  ILS conducted an analysis of the Ministry of Lands (MOL) in order to assist the ministry and relevant stakeholders in teh development of a two year work plan.

Based on ILS consultations and analysis key areas of assistance were identified, and relevant activities and resrouces planned for implementation.  Key activities and areas of assistance included:

• Legal and regulatory reform to streamline, and ensure more transparency in land transactions
• Replacement of the Ministry's existing Land Information Management System (LIMS)
• Introducing a more client service oriented culture within the Ministry
• Pilot testing decetnralized delivery of property registration services
• Capacity building of the Survey Department and private sector surveying companies
• Improving the management of existing praper records and piloting a program of scanning and index property records
• Increasing wider public understanding of property registration processes and services of MOL
