Project Objectives/Components

In order to assist the Government of Tajiksitan (GOT) implement the Road Map for Farm Debt Resolution, and to provide the GOT and potential donors with information on the cost and other resources needed to create a Unified Registration System (URS) in Tajikistan, the following assessment of the practicalities of creating a URS is proposed to be conducted by the USAID Land Reform and Market Development Project (USAID Project).  The ultimate purpose of this assessment was to provide a basis for a dialogue between the GOT and donors, leading to a long-term vision for land registration in Tajikistan.

Project Tasks

  • An institutional assessment of the capacities (staffing, premises and other resources) of existing institutions dealing with land and real property and the public perception of the roles of these institutions
  • A review of the options for creating the URS, including:
    • An assessment of the process, costs and logistics required to implement the draft law in both urban and rural areas, taking into account:
      • A financial assessment for creating a URS that encompasses both urban and rural areas needs to be completed and a realistic assessment about the future (self) financing scheme for the new institution completed
  • Recommendations to GOT and donors on how to create the URS, including any modifications to the draft law that might be required to implement the recommendations
