- The creation of paralegal titles reflecting the information collected as part of point one
- Based on these paralegal titles, provide micro-mortgage loans for income enhancement namely schools and farming co-operatives or similar
- Use a nontraditional commercial entity (OISL) to provide land service delivery to poor
- Support the government and OISL in the conversion of paralegal titles into formal titles
| Project Tasks | The program has been designed with four phases in mind, these are: - Phase One: An initial assessment study consisting of two parts -- out of country desk work and an in country assessment
- Phase Two: Pilot focused on Ashaiman district targeting up to 100 existing OISL clients
- Phase Three: Assist the Government by helping to modernize and upgrade its main land registry fuctions
- Phase Four: Provide sustainability through the development of a public/private partnership to provide land registration services and maintain an efficient central land registry.
