The Consultant shall undertake the following tasks for each of the components: - RLRCP Design: The Consultant will, using best international practices, assess and define the information requirements for the RLRCP, including through field surveys of locations to be identified by CRDP. The Consultant will, based on these information requirements, in parallel conduct the technical conceptual design of the RLRCP to the "proof of concept" stage, and the design of supporting institutional mechanisms and processes.
- Implementation Planning: The Consultant will prepare an Implementation Plan for the first round of RLRCP, including the definition of equipment and software requirements, cost estimates, financing plans, training design, and institutional changes at the local, municipal and other levels that may be required to support the effective implemenation of RLRCP.
- Preparation of the first RLRCP Project for World Bank Financing: The Consultant will assist CRDP to prepare FS, Procurement Plans, and all required Safeguards assessments and documents required by the World Bank to appraise the first RLRCP Project for Bank financing. Appraisal is tentatively anticipated in 2008.
